WhatsApp Promotional Messages: Rules, Templates & Examples

Promotional marketing on mobile

WhatsApp promotional messages sit in a narrow but highly valuable space: they reach customers on the channel they check most frequently, with open rates that email marketers can only dream about. But the rules are stricter than email, and sending the wrong type of message — or to the wrong audience — can result in account restrictions. Here is how to do it right.

What Counts as a Promotional Message

Meta classifies a message as promotional (a “Marketing” conversation in their pricing model) when it is business-initiated and contains commercial intent — offers, discounts, product announcements, event invitations, newsletter content, or any message designed to drive a purchase decision. This is distinct from utility messages (order confirmations, shipping updates) and service messages (responding to customer enquiries).

The distinction matters because marketing conversations are priced higher than utility or service conversations. If you label a promotional message as a utility template to save on costs, Meta's review process will reject the template.

The Three Core Rules

Rule 1: Opt-in is mandatory

You may only send promotional messages to contacts who have explicitly consented to receive marketing messages from your business on WhatsApp. Consent must be collected outside of WhatsApp — via website forms, checkout flows, QR codes, or any other pre-existing channel. Importing contacts from a purchased list and messaging them is a policy violation.

Rule 2: Use approved templates

All outbound promotional messages must use a message template that Meta has reviewed and approved. Templates can include text, images, videos, documents, and interactive buttons (quick replies or CTA links). You cannot send freeform promotional messages — only approved templates.

Rule 3: Honour opt-outs immediately

Any contact who replies with 'STOP', 'Unsubscribe', or equivalent must be removed from future campaigns immediately. Meta monitors block rates — if more than 1% of your recipients block your number in a given period, your quality rating drops and your messaging limits may be reduced.

What You Can and Cannot Send

Allowed

  • Flash sale and discount announcements
  • New product or collection launches
  • Loyalty programme rewards
  • Event and webinar invitations
  • Abandoned cart reminders
  • Seasonal campaign messages
  • Newsletter-style content with value

Not allowed

  • Alcohol, tobacco, gambling promotions
  • Adult content of any kind
  • Financial products (loans, crypto) without regulatory compliance

  • Content that violates Meta's commerce policy

Anatomy of a High-Converting Template

Strong promotional templates share the same structure:

Header (optional)

An image, video, or bold header text. Images with the product or offer visual increase click rates by 30–40%.

Body text

Personalised opening (use {{first_name}}), the offer stated clearly, and the expiry or scarcity signal. Under 160 characters ideally.

Footer (optional)

Short business name or 'Reply STOP to unsubscribe' opt-out text.

Buttons

One CTA button ('Shop Now', 'Book Now', 'Claim Offer') and optionally one Quick Reply ('Not interested').

Timing and Frequency Guidelines

  • Maximum 4 promotional campaigns per month to the same list — more than that increases block rates
  • Best send windows: Tuesday–Thursday 10–11:30 AM or 7–8:30 PM (recipient's local time)
  • Avoid Mondays and Friday afternoons — low engagement, high ignore rate
  • Wait at least 7 days between campaigns to the same contact
  • Time-sensitive offers (flash sales, expiring codes) always outperform evergreen promotions
